The Salmon Creek Drainage Basin Plan was a plan in response to the 1997 - 1999 flooding in the area.  In 2004 there was a "Phase II Recommendation Document" that both Thurston County & The City of Tumwater adopted as Resolutions.  Here is a Link to the SCDBP, the Thurston County Resolution, and the Tumwater Resolution.
