In order to get RCW 36.89 corrected so that the "Stormwater Tax" paid by Ditch District landowners is usable by the Ditch District, this legislation needs to be passed - Thurston County Commissioners have refused to understand that this is a problem and correct it (and they DO have the option to do so).

This is a "process"; we need to take the time to power this through!

HB 1705 and SB 5645 have been sponsored by a few of our Thurston Cty Legislators !

Bills WAS "passed out of Committee" by 2/17

This means that there is only 30 calendar days for the Bills to be written, get sponsors added, have a positive hearing in each "Local Government" Committee, and have the Committee give it a positive vote of "Do Pass".

What does the current RCW 36.89 DO?

RCW 36.89 allows a County to Establish a "Stormwater Tax", not all Counties have this TAX.

Only HALF of the Counties in WA have Diking & Drainage Districts, and there are 80 of these type of Districts that COULD possibly be affected.

How much money are we talking about for HDDD#2 ?

For HDDD#2 in 2021 the amount taxed for "Stormwater Tax" and retained by Thurston County was just under $ 20,000.   For that same year the regular Budget revenue for HDDD#2 was $ 2471.

The 2021 Thurston County "Stormwater Tax"  Fund had a Budget of over $10 Million.
