Agenda:
- Status of Ditch:
Due to the Legal Agreement pursuant to the lawsuit brought by BHAS,
there has not been much done on the Hopkins Ditch this summer.
(nor will there be able to be much done in the near future) .
- Finances of Ditch District:
The Chair has prepared 3 documents that the Board is using
to formulate the Budget and Tax Levy Rate for 2025. Any citizen of the District is
welcome to view the documents today and ask questions, however these are internal
planning documents that are “work product” that the Board is using to set the Budget
and Tax Rate for 2025 and not meant to be distributed.

Purpose: To "make an estimate of the costs reasonably anticipated to be required" for 2024
per RCW 85.32.220; this will set the Tax Roll Amount which is anticipated to be the
same as for 2023. We will also "Pay the Bills" and discuss progress made in 2023
toward solving Disaster Problems and discuss basic plans for finishing the
"Last Mile Project" in 2024.

Purpose: To discuss progress since July 9 meeting. This will also include the Board adopting
a Resolution to "Certify the Adopted Roll for Tax Year 2023", which includes adding the Roll
that was adopted at the conclusion of the continuance of the 85.32 Hearing on Sept. 2nd.
This needs to be done so that we can certify and file a copy with the assessor and
treasurer.

"85.32 Hearing” of the Hopkins Drainage Ditch District #2 in Thurston County.
The Board will give consideration to the facts and the roll, will hear all objections filed,
will review the roll and alter, modify, or change the same consistent with facts established
and with equity and fair dealing concerning the properties involved to the end that just levies
will be made for service and benefits received and to be received against each property for
the purposes mentioned; and at the hearing or continuance thereof, it will adopt the roll in
final form and certify and file a copy thereof with the assessor and treasurer of the county
wherein the property is located; and will cause annual millage to be levied against such
established valuations for the purposes stated; this Hearing may need to be continued
in order to hear all written objections, if so, it will re-convene on Friday August 26th at 09:00
at the South Union Grange Hall.

"Levy amount per Acre of assessable land" for 1st time since 1980s.
An announcement is being sent to all Landowners/Taxpayers by US Mail.
It was enacted by Resolution # 2022 - 0017 that the Levy Rate be increased for 2023
Tax collection year.

The previous special assessment proceedings pursuant to RCW 85.32 have
been discontinued in order to initiate a new RCW 85.32 proceeding based on
a corrected and updated property roll.
